1. General information
In the Republic of Kazakhstan, dental care is provided within the framework of the CSHI to certain categories of citizens.
This contributes to maintaining public health and improving the quality of life of citizens, making dental care more accessible to vulnerable categories of people.

2. Who can receive assistance at the expense of the CSHI funds?
Children and pregnant women can receive dental care on a planned and emergency basis.

Emergency dental care is provided to:
  • pensioners and WWII veterans;
  • persons with disabilities of groups 1, 2, 3;
  • recipients of targeted social assistance;
  • patients with infectious, socially significant diseases and posing a danger to others;
  • non-working persons caring for a child with a disability or a person with a disability of the first group;
  • to mothers with many children, awarded with pendants "Altyn alka", "Kumis alka".

3. What is included in the planned dental care?
Planned dental care includes:
  • Regular checkups
  • Preventive procedures
  • Caries treatment
  • Tooth extraction (simple and complex)
  • Preparation and application of fillings (from composite materials of chemical hardening)
  • Sealing of fissures with sealants
  • Other preventive and therapeutic measures
Available for children and pregnant women.

4. What is included in emergency dental care?
Emergency dental care can be provided in a polyclinic or hospital and includes:
  • Treatment of complicated forms of caries, pulpitis, periodontitis, alveolitis
  • Treatment of neuralgia, neuritis, acute forms of stomatitis
  • Removal of complex teeth
  • Opening of the abscess
  • Removal of an odontogenic cyst
  • Reduction of dislocation of the jaw
  • Temporary splinting of teeth
  • Removal of benign neoplasms and epulis
  • Plastic surgery of the frenulum of the lips and tongue (according to the OSMS)

If it is impossible to provide outpatient care, the dentist can refer the patient to the hospital.
Indications for emergency hospitalization include acute or aggravated inflammatory diseases, injuries to the maxillofacial region and bleeding.

5. Is CSHI covered for orthodontic care?
Yes. Orthodontic care is provided to children with congenital pathology of the maxillofacial region, children from low-income families in accordance with the Law of the Republic of Kazakhstan "On State targeted social assistance" aged 6 to 12 years with various types of dental anomalies.
In particular, for children with congenital pathology of the maxillofacial region using a device to eliminate dental anomalies, as well as for children with various types of dental anomalies using an orthodontic plate.

6. In which dental clinics does the OSMS operate and do I need a referral from the district doctor of the polyclinic?
Dental care can be obtained both in the dental office at polyclinics and in private dental clinics that have signed an agreement with the Social Medical Insurance Fund.
A referral from a local doctor is not required.

7. If you need to undergo an X-ray, make allergy tests to exclude drug allergies or anesthesia before dental treatment, will this be paid for by the CSHI?
Yes, the OSMS covers radiography, allergy tests and anesthesia if there are medical indications.

Conditions:
  • A consultation sheet from a dentist is required.
  • The district doctor issues a referral for additional examinations.
Types of anesthesia paid for by the OSMS:
  • Application form
  • Conductor
  • Infiltrative
Special cases:
  • Rehabilitation of children under 4 years of age with multiple complications of caries.
  • Rehabilitation of children with disabilities and the risk of complications is carried out under general anesthesia or sedation.
  • The clinic must have a license for anesthesiology and intensive care.

8. Professional examination of pregnant women
To undergo a preventive examination of the oral cavity, a pregnant woman needs to register for pregnancy.

Procedure:
  • The GP prescribes a referral to the dentist.
  • The dentist performs an examination.
  • According to the results of the examination, the dentist prescribes a referral for free treatment.
9. Children's occupational examinations
Preventive examinations of the oral cavity in children are carried out annually from 2 to 18 years of age.

Procedure:
  • Get a referral from a GP doctor at a polyclinic.
  • The dentist performs an examination.
  • According to the results of the examination, the dentist prescribes a referral for free treatment.
