1. If a patient does not have Kazakhstani citizenship but is insured, is he served only under the VMS (voluntary medical insurance) contract?

Если пациент без гражданства Казахстана застрахован в системе ОСМС, он имеет право на медицинскую помощь в рамках ОСМС. Если у него только ВМС, то он получает помощь по условиям договора ВМС.

2. A citizen of Kyrgyzstan whose residence permit expired in 2023 needs hospitalization for childbirth. Does she have to pay, or can she receive assistance for free?
Yes, she is entitled to free emergency and emergency medical care, including childbirth in case of an emergency. For planned hospitalization and delivery without emergency indications, payment for medical services may be required.

3. A foreign citizen (labor migrant from Russia) signed a voluntary medical insurance (VMI) contract with an insurance company. The insurance policy specifies a minimum list of medical services. The insurance company pays for these minimal services when the patient seeks care. But if the patient wants to consult a specialist, who should pay for this service?
All medical services are provided by the attachment organization, the reception of the district service and all services specified in the minimum list are paid for by the insurance company. 4. Can foreigners apply for attachment to a medical organization in Kazakhstan and receive assistance?

Прикрепиться к поликлинике могут граждане РК, иностранцы и лица без гражданства, постоянно проживающие на территории РК (имеющие вид на жительство). Эта категория граждан имеет право на участие в системе ОСМС.

Трудовые мигранты и члены их семей, временно пребывающие на территории РК, – это граждане стран-участниц ЕАЭС (Россия, Белоруссия, Киргизия, Армения). Для этого им нужно иметь договор добровольного медицинского страхования (полис) или же вмененного медицинского страхования (ВМС) на покрытие первичной медико-санитарной помощи (ПМСП) и стационарной помощи.

5. Can a Russian citizen with an IIN (but without a residence permit) receive a free traumatological surgery through the OSMS portal if they make contributions to OSMS?

Да, в случае если является трудовым мигрантом, или членом семьи трудового мигранта. Для этого необходимо регулярно вносить взносы на ОСМС. После подтверждения статуса застрахованного, она получает доступ к медицинским услугам, включая специализированную и стационарную помощь. При наличии медицинских показаний операция будет проведена бесплатно в рамках ОСМС.

6. Can a pregnant woman who is not a labor migrant from the EAEU be monitored based on a DMS without being attached to a clinic?

Нет, так как для наблюдения беременной женщине необходимо встать на учет по беременности. Для внесения женщины в информационную подсистему "Регистр беременных и женщин фертильного возраста" электронного портала "Регистр прикрепленного населения" женщина должна быть прикреплена к поликлинике по месту жительства. 

Иностранные граждане из стран ЕАЭС могут быть прикреплены к поликлиникам при наличии ВМС (ДМС), но прикрепление действует только на период действия договора. Временные трудовые мигранты обязаны иметь вмененное медицинское страхование (ВМС) для получения первичной медико-санитарной помощи (ПМСП).

7. Can a pregnant woman without a residence permit, but with an IIN, be attached to a clinic in Kazakhstan?
Yes, a pregnant woman who does not have a residence permit (residence permit), but has an IIN, can attach herself to a polyclinic in Kazakhstan if she has a voluntary (VMI) or imputed health insurance (IUD) agreement. 8. How can I determine whether a foreigner has a residence permit and whether a foreigner (for example, a Turkish citizen) can receive emergency assistance in Kazakhstan?
If a foreigner has a residence permit (residence permit), he has the right to emergency assistance and other medical services on an equal basis with citizens of Kazakhstan.

How to determine whether a foreigner has a residence permit:

9. Parents, citizens of Russia, have an RVP. The 1414 service reported that a 14-year-old child does not require VMI or insurance. How reliable is this information, and how can a child, a Russian citizen, be attached to a polyclinic?
In order to attach a child under the age of 18 to a PHC organization, it is necessary that the parents (migrant workers) have a valid VMI and (or) IUD agreement.

10. Can a Turkish citizen with a pink ID get planned inpatient treatment for CSHI?
Yes, a Turkish citizen with a pink ID (residence permit) in Kazakhstan has the right to receive planned inpatient medical care under the CSHI if he is insured and pays contributions to the system.

11. В случае наличия договора ДМС (ВМС), в котором указаны только частные клиники , есть ли возможность прикрепиться к государственной поликлинике ?

12. What is an IUD?
Imputed medical insurance (IUD) is a type of medical insurance intended for foreigners temporarily staying in the Republic of Kazakhstan.

The Navy provides them with the opportunity to receive medical services in accordance with the conditions established by the legislation of Kazakhstan and international treaties ratified by the Republic of Kazakhstan. The Navy is regulated by the Law of the Republic of Kazakhstan "On Population Migration" and the Order of the Minister of Health dated June 7, 2023 No. 111 "On approval of a model contract for imputed medical insurance and a minimum list of medical care for imputed medical insurance". This order defines the standard terms of the contract and the list of medical care available within the framework of the Navy.

13. Foreigners married to citizens of the Republic of Kazakhstan can receive emergency medical care in full within the framework of the OSMS or GOBMP?
It depends on the status of a foreign citizen.
If a foreigner has a residence permit, then he can receive a GOBMP on an equal basis with citizens of the Republic of Kazakhstan.
If there is no residence permit, then GOBMP is obtained for diseases that pose a danger to others, according to the list and in the amount determined by the authorized body.
If a foreigner is a participant in the MSHI system and has the status of insurance, then emergency assistance is provided within the framework of the СSHI.
