2. What kind of medical care can foreigners who are in Kazakhstan rely on?
Foreign citizens in Kazakhstan are divided into two categories: permanent and temporary residents. Permanent resident foreigners confirm their status with a residence permit (yellow-pink certificate). The Code on the Health of the People and the Healthcare System of the Republic of Kazakhstan gives them equal rights and responsibilities in the healthcare system with the citizens of the Republic of Kazakhstan. Temporarily residing foreigners without a residence permit receive medical care depending on the country of citizenship: For diseases that pose a danger to others. Citizens of the CIS countries receive emergency care for free (accidents, acute conditions, injuries, childbirth, etc.), but only until the threat to life or health is eliminated, after which treatment is paid according to the price list of clinics. Migrant workers and members of their families from the EAEU member states (Kazakhstan, Russia, Belarus, Kyrgyzstan, Armenia) can receive emergency medical care and assistance from the list of CSHI if they have the status of insurance.

This situation can arise mainly in two cases.
a) When a disabled person, who is not necessarily ill at the moment, applies to a healthcare institution for any special purpose, for example, to receive minor assistance or for maintenance in connection with a current condition: as an organ or tissue donor, for preventive vaccination or to discuss a problem that is not itself caused by illness or injury.
b) When there are any circumstances or problems affecting health, but at the moment they are not in themselves an illness or injury. Such factors can be detected during health surveys, during which the individual may be ill or healthy; they can also be recorded as additional circumstances that should be kept in mind when seeking help for any disease or injury.
