There should be no refusals in medical care for the guaranteed volume of medical care - Tokezhanov
In the absence of an insurance status in the Social Health Insurance Fund, citizens should be guaranteed to receive free medical services under the guaranteed volume of medical care, Bolat Tokezhanov, Chairman of the Board of the Social Health Insurance Fund, said at a briefing in the CCS.
“Even if a person is not insured, he always has the right to free medical care guaranteed by the state, there should be no refusals. We are sensitive to complaints of this kind from citizens to the fund, ”B, Tokezhanov assured.
He recalled that the guaranteed volume of medical care for each person is at the heart of the guaranteed volume of medical care. It includes primary health care, emergency inpatient care, a full range of medical care for socially significant and major chronic diseases, including drug provision. For example, an appointment with a general practitioner, district therapist, pediatrician is carried out regardless of participation in the compulsory health insurance system.
“If you have a chronic disease, you are registered for socially significant diseases and chronic diseases that are subject to dynamic observation, then the reception of a narrow specialist is also carried out according to the guaranteed volume of medical care package. Now, complaints about the refusal of guaranteed assistance in the country's polyclinics have become more frequent to the Fund through the Qoldau 24/7 application and social networks. Once again, I want to emphasize that there should not be a refusal to provide assistance, which is included in the guaranteed volume of medical care, ”the head of the Fund stressed.
At the same time, medical assistance is provided to insured citizens according to an expanded list of services. These are dental care for certain categories of patients, preventive examinations of target population groups, school medicine, emergency and planned medical care according to the approved list. The OSMS package also provides medical rehabilitation for patients after a heart attack, stroke, various injuries and surgical interventions, as well as for chronic diseases in children, for medical reasons.
“Of course, this year has become a big test for the country's health care system, the pandemic has greatly adjusted our plans to increase access to consultations, diagnostics, rehabilitation, which was supposed to be provided through medical insurance. Only now polyclinics and hospitals are returning to their usual regime and providing planned assistance to the population, ”Tokezhanov said.
