The Fund plans the volume of medical care in accordance with the Planning Rules.
Volume planning begins in the formation of the need by the regional health departments. This process includes the collection and processing of data on demographic indicators, disease statistics and epidemiological situations, etc. The Social Health Insurance Fund evaluates the current and projected needs for various types of medical care in order to determine the necessary number and types of services to ensure the health of the population.

Based on the data obtained, the Fund develops, coordinates with the Ministry of Health of the Republic of Kazakhstan and approves a plan for the purchase of medical care volumes for the corresponding year. Budget possibilities, healthcare infrastructure and availability of medical resources are taken into account when planning. The approved volumes of medical care serve as the basis for concluding contracts with medical organizations, purchasing medical services and subsequent monitoring of their implementation. https://adilet.zan.kz/eng/docs/V2000021844 

Тарифы на медицинские услуги разрабатываются в соответствии с Правилами и Методикой формирования тарифов, которые обеспечивают прозрачность и обоснованность установленных тарифов на медуслуги ГОБМП и ОСМС. Эти документы содержат подробные инструкции и критерии для расчета стоимости медицинских услуг, учитывая такие факторы, как затраты на персонал, лекарственные средства и медицинские изделия, оборудование и другие операционные расходы. Основной целью процесса формирования тарифов является создание справедливой и устойчивой системы оплаты медицинских услуг, способствующей качественному и доступному медицинскому обеспечению.

Тарификатор медицинских услуг ГОБМП и ОСМС утверждается Министерством здравоохранения Республики Казахстан. Утвержденные тарифы служат основой для финансирования медицинских учреждений и оплаты их услуг.

Субъект здравоохранения при заключении договора закупа услуг с Фондом считается присоединенным к договору присоединения к закупу услуг по оказанию медицинской помощи в рамках ГОБМП и (или) системе ОСМС (далее - Договор приcоединения), утвержденному  решением Правления НАО «Фонд социального медицинского страхования» № 48 от 29 декабря 2023 года.

Положения Договора присоединения устанавливают общие условия взаимоотношений между Заказчиком и Поставщиком по договору закупа медицинских услуг в рамках ГОБМП и (или) в системе ОСМС

The Social Health Insurance Fund regularly monitors the quality and volume of medical services provided to the population. Monitoring is carried out according to the following process: all medical institutions enter data on medical services provided to the population into their information systems (MIS) integrated with the systems of the Ministry of Health and the Foundation. These systems implement an automated process for detecting violations in the provision of medical services. About a third of all medical services provided are subject to expertise, during which the Foundation's specialists analyze and evaluate the completeness, timeliness and quality of care provided to patients.
