Treatment abroad

The procedure for sending citizens of the Republic of Kazakhstan for treatment abroad is regulated by the Order of the Minister of Health of the Republic of Kazakhstan dated May 26, 2021 No.KR DSM-45 " On approval of the Rules for the direction of the citizens of the Republic of Kazakhstan for medical treatment abroad and (or) the involvement of foreign specialists for medical treatment in domestic medical organizations within the statutory free-of-charge medical assistance" 

As part of the program, patients are sent for treatment abroad or foreign specialists are invited to perform operations in clinics in Kazakhstan.


1. Who is eligible for treatment abroad

Children

Children under the age of 18, if there are indications for high-tech medical care that are not carried out in the Republic of Kazakhstan.

Adults, according to the list of diseases for which citizens of the Republic of Kazakhstan are sent for treatment abroad

1. Arteriovenous malformations and tumors requiring radiosurgical treatment (gamma knife) due to localization in surgically inaccessible functionally significant areas of the brain.
2. Arteriovenous vascular malformations of the brain stem, spinal cord and arterial aneurysms for endovascular treatment.
3. Tumors of the base of the skull for transoral removal.
4. Malignant neoplasms of the eye requiring radiosurgical treatment (gamma knife, radioactive applicators).
5. Keratoprosthetics.
6. Diseases requiring transplantation of tissues (parts of tissue) or organs (parts of organs), with the exception of autologous and related transplantations of hematopoietic stem cells of adults and children, except for diseases in which this treatment technique cannot be performed due to the lack of required technologies in the Republic of Kazakhstan, as well as corneal transplantation.
7. Laryngeal stenosis.
8. Tracheal stenosis.
9. Neuroendocrine tumors by radionuclide therapy with the isotope Lu (lutetia) 177.

Employees of law enforcement agencies

In exceptional cases, on behalf of the President of the Republic of Kazakhstan, the Prime Minister of the Republic of Kazakhstan, law enforcement officers, employees of the Armed Forces of the Republic of Kazakhstan who have received serious injuries and injuries in the performance of official duties, if there are indications for high-tech medical care that are not carried out in the Republic of Kazakhstan.


2. How to get treatment abroad

According to the Rules, the decision on the expediency of sending a patient for treatment abroad is made at the level of republican health organizations based on the conclusions of specialized specialists.

To obtain a quota, you must contact the republican health organization or the health department of the region or city.

When contacting the health department, you will need to provide:

1) an application in any form;

2) an identity document for identification;

3) an extract from the patient's medical history (the limitation period is not more than 30 (thirty) working days.

Next, the health department will send your documents to the republican health organization for consideration.

In case of a positive decision, the republican health organization submits the following documents for consideration by the Working Body (the Service for the Organization of Treatment Abroad of the Social Health Insurance Fund):

1) a copy of the patient's identity document;

2) an extract from the patient's medical history (inpatient/outpatient), issued by the republican medical organization, containing the results of the research (with supporting documents attached) and consultations according to clinical protocols of diagnosis and treatment with a limitation period of no more than 30 (thirty) working days, with the application of the decision of the council with the participation of at least 3 (three) leading specialized specialists of domestic and (or) foreign medical organizations;

3) the conclusion of the republican health organization on the referral of a patient for treatment abroad and (or) the involvement of foreign specialists for treatment in domestic medical organizations, signed by the first head and stamped;

After receiving the full package of patient documents, the Working Body sends requests to specialized foreign clinics to receive a treatment program and cost calculation.

Within 20 working days, the working body sends the collected proposals to the Expert Commission of the Ministry of Health of the Republic of Kazakhstan, which decides on referral for treatment abroad, including the choice of a foreign clinic, or refusal to send for treatment abroad, etc.

In case of a decision by the Expert Commission of the Ministry of Health of the Republic of Kazakhstan on referral for treatment abroad, the Working Body notifies the patient and concludes an agreement with a foreign clinic. After paying the advance payment, the foreign clinic determines the date of hospitalization.

The quota covers all necessary services, as well as, by decision of the commission, the flight abroad of the patient and one accompanying person (if necessary).

They are not paid at the expense of budgetary funds:

• accommodation outside the clinic;

• waiting period for a suitable donor organ;

• additional medical services that are not related to the treatment program, etc.

They may refuse to send for treatment abroad at the expense of the state in the following cases:

• Necessary medical care can be provided in Kazakhstan;

• The patient went to a foreign medical organization for treatment on his own;

• Patients are not sent abroad for diagnostic examinations;

• The patient is in critical condition and medical intervention will not have a positive effect;

• The patient is not transportable;

• The patient has a disease for which there are no effective treatment methods, or the treatment is experimental;

• The foreign clinic does not agree with the terms of the standard Fund agreement (requires 100% prepayment, etc.), etc.



3. List of foreign clinics

      According to the Rules, the list of foreign medical organizations for sending citizens of the Republic of Kazakhstan for treatment abroad is approved by the decision of the Commission of the Ministry of Health of the Republic of Kazakhstan on sending citizens for treatment abroad.
     At the same time, in the case of finding a new foreign medical organization with an appropriate treatment program, the list of foreign medical organizations may be supplemented.

4. Waiting list

The Waiting List contains information about patients for whom the republican health organization has provided an opinion on referral for treatment abroad.

To view the status, the patient must enter the application code received from an employee of the Service for the organization of treatment abroad.

5. Survey of patients who have received treatment abroad
