About the Fund

The Social Health Insurance Fund was created in 2016 by the Government of Kazakhstan to ensure accessibility and quality of medical care for the population, as well as to reduce the population’s costs through compulsory social health insurance (OSHI). The Foundation's activities are aimed at implementing state policy in the field of healthcare and improving the compulsory medical insurance system in the country.

The Fund plays a key role in ensuring transparency and accountability of the mandatory social health insurance system, helping to improve public health and the efficient use of health care resources.

Activities

The Social Health Insurance Fund accumulates payments from the state, employers and the population.

The Fund plans the volume of medical care, assessing the needs of the population and determining the required volumes of services, purchases medical care through the procurement portal, and enters into contracts with suppliers. In addition, the Fund monitors the quality and accessibility of medical care to the population, and also makes payments to medical organizations for services provided to the population.

The Fund carries out active awareness-raising work among the population, health workers, employers, government agencies and suppliers about the benefits of the compulsory medical insurance system and insurance.

The Fund takes an active position in protecting the rights of patients, acting as an ombudsman. Every day the Fund receives requests from patients, each of which is considered individually.

The Social Health Insurance Fund annually publishes reports on its activities. Reports serve as an important tool for ensuring transparency and accountability to insured parties, government agencies, partners and other stakeholders.
